Serey Chea is the Governor of the National Bank of Cambodia (NBC), the first woman to hold this position. A PhD economist with over two decades of experience in central banking, she has been a driving force behind Cambodia's financial sector transformation and a tireless advocate for financial inclusion and women's economic empowerment.
Under her leadership, the NBC has pioneered initiatives that have placed Cambodia at the forefront of regional financial innovation including the establishment of Credit Bureau Cambodia in 2012, the introduction of financial literacy into the national education curriculum in 2017, and the launch of Bakong in 2020, a blockchain-based national payment system that has become a global reference for emerging economies.

Daniela Stoffel (born in 1968) took up her role as State Secretary for International Finance at the Federal Department of Finance (FDF) on 1 March 2019.
In 1998, Daniela Stoffel entered the diplomatic service of the Federal Department of Foreign Affairs (FDFA). In 2005, she took over as Head of Public Relations and Culture at the Swiss Embassy in Washington D.C. and in August 2009 she moved to the Swiss Embassy in Berlin as Head of Economic and Financial Affairs. There she was appointed Deputy Head of Mission in 2012. In 2015, Daniela Stoffel assumed a staff function in the General Secretariat of the OECD in Paris.
From 2015, Daniela Stoffel was on detachment to SIF with the title of Ambassador, latterly as Head of Political Staff. From 2016, she was also the Diplomatic Advisor to the Head of the Federal Department of Finance (FDF). In these functions, Daniela Stoffel was involved in safeguarding and dealing with current financial policy issues and challenges and in the corresponding international negotiations and contacts.
Daniela Stoffel graduated from the University of Zurich in 1992 with a degree in Philosophy, Economics and German Linguistics. Accompanying her work as a University Assistant at the Institute of Philosophy of the University of Zurich, she wrote her thesis in 1996. Howard Davies is Chairman of Inigo Insurance Ltd and, since January 2026, of the Philharmonia Orchestra. He was Chairman of the NatWest Group (formerly Royal Bank of Scotland) from 1 September 2015 to 15 April 2024. Previously, Howard was Chairman of the Phoenix Group between October 2012 and August 2015. He chaired the UK Airports Commission from 2012-15 and was the Director of the London School of Economics and Political Science from 2003 until May 2011. Prior to that appointment Howard chaired the UK Financial Services Authority, then the single regulator for the UK financial services sector, from 1997 to 2003.
Howard was the Deputy Governor of the Bank of England from 1995-97, after three years as the Director General of the Confederation of British Industry. Earlier in his career he worked in the Foreign and Commonwealth Office, including two years as Private Secretary to the British Ambassador in Paris, the Treasury, McKinsey and Co, and as Controller of the Audit Commission.
Howard has been a Professor in Practice at the French School of Political Science in Paris (Sciences Po) since 2011. He teaches courses in financial regulation, and central banking, to masters students.
He is a member of the Regulatory and Compliance Advisory Board of Millennium Management LLC, a New York-based hedge fund. He is a member of the International Advisory Council of China’s National Financial Regulatory Administration and in 2012, was appointed Chairman of the International Advisory Council of the China Securities Regulatory Commission. In January 2026 he became Chairman of the Supervisory Board of Qivalis NV, a stablecoin issuer.
Howard chaired the Risk Committee at Prudential plc from 2010 to 2020. He was an independent Director of Morgan Stanley Inc. in New York for 11 years, from 2004 to 2015, and earlier in his career was a Non-Executive Director of GKN plc from 1989-95, and Paternoster Ltd from 2005 to 2010.
He was a Trustee of the Tate Gallery from 2002-2010 and Chair from 2009-10. He was a director of the Royal National Theatre from 2011 to 2015, when he left to chair the London Library. He chaired the Library until the end of 2023. He chaired the judges of the Man Booker Prize in 2007.
Howard has published five books focused on the financial markets and regularly writes for The Financial Times, Prospect, The Literary Review, Project Syndicate and Management Today.

Joachim Nagel has been President of the Deutsche Bundesbank since January 2022. Prior to this, he had already served in various management positions at the Bundesbank from 1999 to 2016, including as an Executive Board member from 2010 whose responsibilities included the Directorates General Markets, Controlling and IT. Between 2008 and 2016, he also headed up the Bundesbank’s financial crisis task force. Joachim Nagel worked for the KfW Group from 2016 to 2020, initially serving one year as General Manager before becoming a member of its Executive Board, in which capacity he oversaw foreign credit business and development cooperation. In 2020, he moved to the Bank for International Settlements (BIS) where he became Deputy Head of the Banking Department. He has been an honorary professor at the Baden-Wuerttemberg Cooperative State University (DHBW) since 2017. José Luis Escrivá is Governor of the Banco de España and member of the Governing Council and the General Council of the ECB. He is Chair of the Board of Governors of CEMLA. He is also Vice-Chair of the Board of the Spanish Macroprudential Authority (AMCESFI).
Prior to his current position he was the Spanish Minister for Digital Transformation and Civil Service (2023-2024) and the Spanish Minister for Inclusion, Social Security and Migration (2020-2023). He was the first President of Spain’s Independent Authority for Fiscal Responsibility (AIReF) from 2014 to 2020 and also served as Chair of the EU Network of Independent Fiscal Institutions (2015-2019).
He began his career at the Banco de España, where he held different responsibilities in the Economic and Research General Directorate. He actively participated in the process of monetary integration. Since 1993, he was an adviser to the European Monetary Institute and with the start of the Monetary Union, he was appointed Head of the Monetary Policy Division of the ECB in 2000.
He worked at the BBVA Group from 2004 to 2012, first as its global Chief Economist and Director of the Research Department, and from 2010 as General Director responsible for Public Finance.
From 2012 to 2014, he served as the Chief Representative for the BIS Americas Office.

He plays a leading role in Singapore’s efforts to foster collective action internationally and transition planning locally towards a low-carbon future. He is also Chairman of the Glasgow Financial Alliance for Net Zero (GFANZ) Asia-Pacific Advisory Board and a member of the GFANZ Principals Group.
Mr Menon is Chairman of the Global Finance & Technology Network, which harnesses technology and fosters innovation for more efficient, resilient, and inclusive financial ecosystems globally. He is also a Trustee of the National University of Singapore (NUS) and Chairman of its Innovation and Enterprise Committee.
Mr Menon is Chairman of ImpactSG, a philanthropy which aims to grow a community of purposeful givers in Singapore and Asia. He is also a Board Member of The Majurity Trust, a charity which deploys cause-based funds for social needs; and a Trustee of the Singapore Indian Development Association, a community self-help group.
Prior to his current roles, Mr Menon served for 36 years in the Singapore Public Service.
As Managing Director of the Monetary Authority of Singapore (2011-23), Mr Menon oversaw monetary and macroprudential policies, reformed the financial regulatory framework, and developed Singapore as a green finance centre and a global FinTech hub. On the international front, he served as Chairman of the Network of Central Banks and Supervisors for Greening the Financial System and Chairman of the Financial Stability Board Standing Committee on Standards Implementation.
As Permanent Secretary at the Ministry of Trade & Industry (2007-11), Mr Menon helped to steer the economy during the global financial crisis. As Deputy Secretary at the Ministry of Finance (2003-07), he oversaw fiscal policy and government reserves.
Mr Menon is a recipient of the Meritorious Service Medal from the Singapore Government, the Distinguished Alumni Award from NUS, and the Distinguished Leadership and Service Award from the Institute of International Finance in Washington.
Mr Menon holds a Master's in Public Administration from Harvard University and a Bachelor of Social Science (Honours) in Economics from NUS.

Sigal Mandelker joined Ribbit Capital in April 2020. Ribbit is an investment firm focused on financial services and technology. Prior to Ribbit, she served as Under Secretary of Treasury for Terrorism and Financial Intelligence and as Acting Deputy Secretary. As Under Secretary, Sigal supervised four main components of Treasury (OFAC, FinCEN, the Office of Intelligence and Analysis, and the Office of Terrorist Financing and Financial Crimes). Before serving at Treasury, Sigal was a partner at Proskauer in New York. Sigal also previously served in a number of senior positions in the U.S. government, including as Deputy Assistant Attorney General in the Criminal Division of the Justice Department, an AUSA in the U.S. Attorney’s Office for the Southern District of New York, Counselor to Secretary of Homeland Security Michael Chertoff, and Counsel to the Deputy Attorney General. Sigal is also an Advisor to Chainalysis, is on the Boards of the Crypto Council for Innovation and the Financial Technology Association, is Co-Chair of the Center for a New American Security’s (CNAS) task force on FinTech, Crypto, and National Security, is a Member of the US Holocaust Memorial Museum Council, and Chair of the US Holocaust Memorial Museum's Collections & Acquisitions Committee.

Previously, he was Dean of NUS Law (2012-2022), and Global Professor and Director of the New York University School of Law Singapore Programme (2006-2011). Prior to joining NYU, he was a Senior Associate at the International Peace Academy and Director of UN Relations at the International Crisis Group in New York.

Stephen Karpin is Visa's President for Asia Pacific. Based in Singapore, he is responsible for all Visa’s business operations in the region. Prior to leading Asia Pacific, Stephen was the Representative Director of Visa Worldwide (Japan) and Country Manager, Japan. He has also served as Group Country Manager for Australia, New Zealand and the South Pacific and Group Country Manager for Regional Southeast Asia and Asia Pacific Sales Operations Lead.
Stephen’s experience extends from having held leadership roles across Australia’s largest financial institutions including Commonwealth Bank of Australia, Westpac Banking Corporation and after several years at Citibank, where he worked in Australia, Singapore and Japan.
Before he joined Visa in 2014, Stephen was the Managing Director of CommSec, Australia’s largest online trading platform. Prior to that, he was Executive General Manager, Credit Cards at Commonwealth Bank.
At Westpac, Stephen served as Head of Unsecured Finance and held responsibilities for the leadership of Westpac’s credit card and personal loans businesses.

Steven Maijoor joined the Executive Board of De Nederlandsche Bank (DNB) on 1 April 2021. As of 1 February 2024 he is also Chair of Supervision. Steven's remit includes supervision of banks, supervison policy and legal services. Furthermore, he is a member of the Supervisory Board of the European Central Bank (ECB) and the Board of Supervisors of the European Banking Authority. He is also a member of the Trustees of the IFRS Foundation.
Before joining DNB's Executive Board, Steven was Chair of the European Securities and Markets Authority (ESMA), from 2011-2021. Between 2004 and 2011 he was a managing director at the Dutch Authority for the Financial Markets (AFM). Prior to that he was Professor (1994-2004) and Dean (2001-2004) at the School of Business and Economics, Maastricht University.
Steven graduated from the University of Groningen with a degree in business economics and obtained a PhD in the same subject from Maastricht University in 1991.

Tommaso Mancini-Griffoli became Head of the BIS Innovation Hub on 1 March 2026. As Head of the Innovation Hub, he is a member of the Bank's Executive Committee.
Prior to joining the BIS, Mr Mancini-Griffoli was an Assistant Director at the International Monetary Fund (IMF). In this role he was responsible for payments, currencies and financial market infrastructures including digital money and finance. In former roles, he led work on monetary policy and central banking operations. Prior to joining the IMF, Mr Mancini-Griffoli was a senior economist in the Research and Monetary Policy Division of the Swiss National Bank, where he advised the Board on quarterly monetary policy decisions. Earlier in his career, he worked in the private sector at Goldman Sachs, the Boston Consulting Group and technology startups in Silicon Valley. Mr Mancini-Griffoli holds a PhD from the Graduate Institute in Geneva, as well as degrees from the London School of Economics and Stanford University.

Mr. Yukinobu Saeki has been assigned as Deputy Head of Wealth Management Unit and Head of Investment Management Strategy Office since April 2025. He is responsible in promoting the MUFG group-wide strategies for the Wealth Management Business as well as Investment Management Business.
He joined the bank in 1996 and has accumulated over 29 years of experience in international corporate credit, human resources and corporate planning in Asia Pacific region, internal audit before current assignment.
He served as Head of the Planning Office for Asia from July 2020 to March 2023, and he was responsible for managing the safety and soundness of the bank’s branch operations across 17 markets in South-east Asia, East Asia, South Asia and Oceania.
He also served as Head of Internal Audit Division in MUFG Bank and global Chief Auditor in MUFG since April 2023 prior to taking on current appointment.
